Dorian lashes the Carolinas with driving rain and fierce winds after devastating the Bahamas and killing at least 30 people.
At 11:00 pm (0300 GMT Thursday), the NHC said Dorian was located 105 miles south of Charleston, South Carolina and moving north at around seven miles per hour approaching the US coast.
The death toll from the storm has risen to 17 while about 740,000 homes and businesses remained without power in the Carolinas, and utilities said some could be out for weeks.
A mother and baby were among at least four killed as Hurricane Florence pounded away at the southeastern US coast with torrential downpours and surging seas.

South Carolina's Governor Henry McMaster ordered the evacuation of much of the state's coast as people wait for Florence to hit. The hurricane has been downgraded from a Category 4 storm to Category 2, but residents are still anxious.
