UEFA said in a statement that Man City had committed "serious breaches" of the rules while the Premier League club swiftly said they intended to appeal the decision to the Court of Arbitration for Sport.
The club is now free to sign new players in the January transfer window after a FIFA-imposed ban was reduced on appeal by the Court of Arbitration for Sport.
In another blow, the International Association of Athletics Federations (IAAF) maintains a ban on the Russian athletics federation pending analysis of the data.
FIFA's ethics judges also fined Musa Bility, a member of the Confederation of African Football executive committee, $507,200. Bility was planning to appeal a Federation plan to oversee African football.
