The memorandum of understanding was signed on the second leg of US Secretary of State Rex Tillerson's visit to the region in a bid to break the deadlock between Qatar and a Saudi-led block of four nations.
Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman al Thani says that the four Arab countries had presented "claims that are not proved by evidence and are not demands."
Saudi Arabia, Egypt, Bahrain and the United Arab Emirates sent a 13-point list of demands in return for an end to a three-week-old diplomatic and trade boycott of Doha. But Qatar rejected the demands as unrealistic.
