The World Anti-Doping Agency concluded that Moscow had tampered with laboratory data by planting fake evidence and deleting files linked to positive doping tests.
Announcing the decision, president of the International Olympic Committee cited two Russian athletes testing positive for doping in Pyeongchang which he said was "hugely disappointing".
