The miserable condition of the 35-year-old bull elephant has drawn international condemnation and highlighted the woeful state of Islamabad's zoo. Kaavan is set to be flown to a wildlife sanctuary in Cambodia on Sunday.
Kaavan arrived from Sri Lanka in 1985 and was temporarily held in chains in 2002 over concerns about increasingly violent tendencies. He was freed later that year after an outcry but it emerged in 2015 that he was again being regularly chained.
The landlocked southern African country which boasts the world's largest elephant population said 12 carcasses had been discovered over the past week in two villages in the northwest of the country.
