US President Joe Biden is signing two executive orders that will increase food aid, protect job seekers on unemployment and clear a path for federal workers and contractors to get a $15 hourly minimum wage.
US also provided a boost to efforts to share out vaccines across the world by announcing it intended to join WHO's Covax initiative.
As well as Carrie Lam, the sanctions target Hong Kong Police commissioner Chris Tang and his predecessor Stephen Lo; John Lee Ka-chiu, Hong Kong's secretary of security, and Teresa Cheng, the justice secretary.
The executive order signed by US President Trump was proposed after Twitter tagged his tweets about unsubstantiated claims of fraud in mail-in voting with a warning prompting readers to fact-check the posts.
The order will seek to reform the visa structure and ensure they are only awarded to the most skilled or highest paid applicant.
The hearing has been set for March 15, a day before the new ban goes into effect. Hawaii is asking a federal court to put an emergency halt to the revised order.
