Japan has developed a swimming robot that began an underwater probe inside one of Fukushima's tsunami-destroyed nuclear reactors to look for traces of melted fuel.
The indictments are the first and only charges stemming from the tsunami-sparked reactor meltdowns at the plant that set off the worst atomic crisis. If convicted, the three men face up to five years in prison or a penalty of up to $9,000.
