The foreign ministers of the G7 group said Hong Kong's vetting process for Sunday's vote undermined Hong Kong's high degree of autonomy under the "One Country, Two Systems" principle.
Anti-Beijing candidates were largely absent as they have declined to run, gone into exile or been detained, while early indications suggested turnout was far lower than the last legislative election.
Residents eligible to vote will only decide 20 seats in a 90-person legislature, but the majority will be picked by a select committee of 1,500 staunch loyalists and committees.
