Kabul's streets were deserted on Monday, a day after Taliban insurgents took over the Afghanistan capital without a fight, but the airport was jammed with hundreds of civilians trying to flee.
The armed group Taliban declared a three-day ceasefire in Afghanistan to mark this week's Eid al-Fitr holiday, just two days after the government blamed the insurgents for bombs outside a school that killed more than 50 people, mostly young girls.
President Ghani's "Reaching an Endstate" proposal will include, in the first phase, a consensus on a political settlement and an internationally monitored ceasefire, followed by a presidential election and building a constitutional framework.
