The three landfills used to hold the trash of seven million Hong Kong residents are expected to reach capacity in two years due to poor economic and waste management policies.
Officials said the landfill receives close to 300,000 tonnes of waste collected each year from the capital.
Around 150 people were present at the garbage dump site when the landslide occurred. Almost 500 people work at the landfill daily.
