World Athletics governing body says improvements in testing would make it harder than ever for athletes to avoid being caught.
Diack, an 87-year-old Senegalese, led the International Association of Athletics Federations, renamed World Athletics, from 1999 to 2015.
The federation was suspended in 2015 after a report commissioned by the World Anti-Doping Agency (WADA) found evidence of mass doping among the country's track and field athletes.
