EU Summit: Brexit and migration top summit agenda

The last EU Summit of the year is underway in Brussels. It was overshadowed by British Prime Minister Theresa May's political problems back home in London. EU leaders were also due to talk defence, reforming the Euro currency and the divisive issue of migration. Simon McGregor-Wood is in Brussels.
