Israel’s infiltrators

Israel is offering African refugees 3,500 dollars, and a free plane ticket to return home. But what are they returning to? The majority of them say they're fleeing conflict and persecution, and to leave would put their lives at risk. But Prime Minister Benjamin Netanyahu calls them infiltrators who threaten the country's Jewish character. So is Israel unfairly targeting African refugees?
