US President Donald Trump has said that a vote in which the US state of Virginia backed a new electoral map was "rigged", echoing his previous claims over election integrity.

"A RIGGED ELECTION TOOK PLACE LAST NIGHT," Trump said on social media on Wednesday, following a referendum to allow the redrawing of the congressional map.

The change could give Democrats a strong advantage in 10 of the state's 11 House districts.

US House Minority Leader Hakeem Jeffries praised the outcome, calling it a "big victory for democracy" after the measure passed with 51.5 per cent support.

Jeffries pledged a nationwide campaign to counter Republican efforts to reshape maps.

"We will not let Donald Trump rig the midterm elections by gerrymandering maps all across the country without a forceful Democratic response," he told reporters.

Trump criticised the referendum as confusing and "deceptive", specifically targeting the late counting of mail-in ballots.

"Six to five goes to ten to one, and yet the Presidential Election in November was very close to a 50-50 split," he wrote on Truth Social.

Republicans mounted multiple legal challenges to the redistricting, which Jeffries dismissed as he vowed "maximum warfare" to ensure Democrats do not "unilaterally disarm" against Republican-led states like Texas.

The bill for a sweeping overhaul of voting rules, the SAVE Act, already passed the House but faces steep obstacles in the Senate.

Jeffries insisted that Democrats will "fight back all the way" to take back control of the House of Representatives on 3 November.
