Lebanon's debt-to-GDP ratio is expected to stay above 150% in 2018 as the country struggles to keep its public sector wage bill under control. Many government departments are standing idle and as Adefemi Akinsanya reports, this is putting pressure on Lebanon's fiscal deficit.
