Floods in Libya: Experts blame climate change and capacity
The United Nations says most of the deaths in Libya caused by the floods could have been avoided, if early warning and emergency management systems were functional. At least 11,000 people have been confirmed dead and thousands are still missing, with local authorities estimating the toll could climb. Shoaib Hasan has our top story.
