Fights have broken out at some forecourts as some people tried to fill up old water bottles with fuel, after pumps remain dry in the world's fifth-largest economy.
Fuel crisis continues for the fourth day, as Britain mulls sending in the army to help ease supply disruptions triggered by a shortage of truck drivers.
The bank said while it had spent more than $800 million on fuel in the last month and the bill for medicines had multiplied, those goods were still absent from the open market and were being sold at prices that exceed their value.
