Funding hoped to ease a swelling migrant crisis on the nation's southern border following outrage over a shocking photograph of a Salvadoran man and his daughter drowned in river Rio Grande.
The partial US government shutdown entered a record 22nd day as President Donald Trump remains steadfast in his demand for $5.7 billion to build a Mexico border wall and Democrats in Congress determined to refuse the funds.
While Trump is clearly unwilling to negotiate with Democratic leaders on the shutdown, his Vice President Mike Pence thinks Democrats were "unwilling to even negotiate" an end to the partial government shutdown.
Passions are ablaze in the US capital where the government is partially shut down over the president's demand for a border wall which critics say is unnecessary. Each side took their case to the people on Tuesday.
The package of bills does not include the $5 billion Trump wants for the wall on the southern border.
