IAEA: No access to Zaporizhzhia nuclear plant

The UN's nuclear watchdog says it has no way of safely accessing Ukraine's Zaphorizhzhia nuclear power plant. Russia says inspectors are welcome to see the site, but it won't agree to a ceasefire to facilitate the visit. Ukraine has accused Russia of turning the plant into a military base.
