Why is the UN failing to enforce a global response to the crisis in Gaza?

UN Secretary-General Antonio Guterres says he 'will not give up' defending a humanitarian ceasefire in Gaza. On Friday, the US vetoed a proposal by the United Arab Emirates and at least 100 more countries at the Security Council, after Guterres invoked the UN Charter's rarely used Article 99. Guterres says a new resolution is now a must, and that the previous one the Council passed last month 'is not being implemented'. That proposal had come after four failed attempts and called for 'urgent and extended humanitarian pauses and corridors throughout the Gaza Strip'. And now, the WHO has just agreed on a similar resolution, making it the first one adopted by consensus within the UN system since the October 7 Hamas attack. Israel has since responded with air and ground attacks on the Palestinian territory, which some world leaders have described as disproportionate. They include Turkish president Recep Tayyip Erdogan, who has long called for a reform within the UN Security Council. Now with Egypt and Mauritania invoking a pertinent resolution, the UN General Assembly is set to hold an emergency meeting to discuss the critical situation in Gaza. But will it make a difference?
